It's somewhat ambiguous the way the Bird-Man leader talks, but I think he just means rule the world in a metaphorical way, not as tyrants. I think there's a rational natural explanation for everything, including things we don't know or can't explain yet. For the unexplained, I'll just answer "I don't know", instead of sticking non-answers like "aliens did it". Do I believe they might exist? Yeah sure, keyword being MIGHT here.
